Conceptual Framework. The study examined the school context of the students' council as an educational force (structure) and its recursive relationship with psychological aspects of students which are members of the councils and are engaged in the activities (agency), thus, constructing the structure of their councils. Students' councils are comprised of a group of elected students that represent their peers and are involved in social and educational activities for the benefit of the school as an organization and the students individually.

Objectives. Based on the duality of structure and agency (Structuration Theory), we focused on the ways students that are active in the student council (compared to those who are inactive) perceive its activities and contributions, regarding the extent in which membership in the student council contributes to their achievements and promotes personal skills.

Methodology. 202 students (33.7%) active in their school's council and 398 (66.3%) inactive students completed a structured validated questionnaire. The students were from 16 secular and religious high schools

Results.  Regarding the students council structure, students active in student councils evaluate its activities as a medium to high contribution to most achievement indices, considerably higher that inactive students. Active students gained benefit regarding their academic achievements, future orientation, social acceptability, and motivation for learning. Additionally, girls estimated these contributions higher than boys. Engagement in student council also contributes to teamwork abilities, creative thinking, decision making, interpersonal communication, responsibility, self-confidence, and social involvement – all enhancing their sense of agency.    

Conclusions. Students active engagement in school council contributes concurrently to the structure and activities of the council within their school, and recursively – contributes to their achievements and personal skills. This reflects on the role of the school’s student counsellor's work as the person in charge ensuring positive school climate as well as promoting the students.
